Liu Bei is easy to run over in the first scenario, and Cao Cao is right next to Qiao Mao (so he’s one of the first you have to deal with basically). And like I said, I got most of Cao Cao’s officers and they are loyal, so that’s where Wei is.
Which character did you recruit? Just appoint him a General and then the city won’t be delegated anymore.

Huo Hu's Adventure started Destiny of an Emperor hackingxiahou dun attacked xiapi, and he was the leader of the troops. so hes going to be governor, right? well i let him take xiapi since his loyalty is low and then i recruited him while he was governing the city. but now hes a delegate. anyway ill try it.

Huo Hu's Adventure started Destiny of an Emperor hackingI have general stats faqs for both RotK2 and Gemfire on Gamefaqs; use them if you'd like. Both came form the SNES version, but they both should be perfectly fine for ports of them as well.
And if I get bored I'll reformat http://www.lordyuanshu.com/forums/topic/gemfire-ultimate-justice-the-battles-of-loryn-divas for putting it on the site, not just the forums.
