It was Dong Zhuo, I believe. True that I've been stealing officers left and right, but still… It's hard playing as a created character…

Ah, Dong Zhuo starts with 220 troops in province 10 because Koei was rather fond of Lu Bu; it's not unreasonable for him to reassign his troops 100-80-30-10-0-0-0-0 or something.
That said, your only real threats starting in province 10 are Dong Zhuo himself, Hua Xiong, and Fan Chou. Lu Bu is recruitable even at 100 loyalty (as are Wei Yan, Gongsun Yuan, and Zhong Hui), and the rest have 53 war or less.
On a side note, since Dong Zhuo has only 44 charm hiding a general there can lead to lots of fun, especially if both Li Ru and Jia Xue wind up elsewhere…
Yeah, the main problem is that most of my officers loyalty end up at 70ish, since I just can't give more gold each month, which I don't understand why you can't give gold to more than one officer per turn… If I had a 100 loyalty officer, I'd totally hide him at Dong Zhuo's XD

If it's possible, send a loyal, high-charm officer — and half the officers with 70-some-odd loyalty — to an adjacent province. As a scenario 1 created ruler, provinces 22 & 23 are a great starting point, but if you're worried that you don't have enough troops to hold both, send the officers to 38 or something instead.
Remember, you don't need to be stronger than Sun Jian; you only need to be strong enough that he attacks Liu Yong instead!
