Suikoden V Question about recruiting Richard

Hey guys, just saw a comment on a Suikoden V page asking how to recruit Richard. Figured I'd post the question here in case anyone knew the answer, because I'm unsure.

"its about richard.....when i talk to him.....and i go back to hq....and i go inn to talk mueller.....when i go back to waterfall basin.....he missing.because i do another mission.Tell me how to get him.."

Because I haven't played in so long I don't really know. One answer I'm leaning to is to go to some storyline missions and come back at Waterfall Basin to check to see if Richard is there. I know lots of times you have to clear plot events to get a recruit like that. Any other ideas?

That's the only thing I can think of. If you're in the middle of a storyline mission often recruits won't show up (although you can do non-recruit-related stuff - like talking to Mueller for Richard - Richard then doesn't show up for the recruitment scene since you're in a mission).

The only 100% safe time to recruit in all Suiks is when your strategist asks if you're ready to fight and you say "Wait a minute". A lot of the other time you can recruit, but it's not guaranteed.

Yea that's about what I said to him. Hard for us since if you recruit someone right away, it's kind of hard to know if there are times when that character isn't around / if that character is miss-able. Not much else you can do other than keep trying later on in the game. Haven't heard back from him so hopefully that means it worked.
