Overview:

As one can clearly see, Cao Cao has a distinct advantage in this scenario. Wu is still weak and Liu Bei has just taken over for Liu Biao. Liu Zhang has a formidable force in the west, but other than that the rulers are pretty insignificant. Zhang Lu is up to his usual antics in Han Zhong, while Ma Teng actually is active in this scenario, starting off with a decent amount of military power. In the far south are four weak rulers, but these four are some of the most fun challenges in RTK III. Han Xuan in Chang Sha has Huang Zhong and Wei Yan at his disposal, both of which are talented yet malcontents. Zhao Fan in Gui Yang, Liu Du in Ling Ling and Jin Xuan in Wu Ling round up the last of the available rulers.
