If anybody has played some of the lesser known ones it'd be good to hear your experiences and what the strengths of these ROMs are. I think I've played around with the Liu Zhang and Dong Zhuo mod a bit but I haven't really touched the Yellow Scarves, Lu Bu, or Wu mods.
EDIT: I should update the first post and provide threads/info about all known beta or finished ROMs. Will work on that later.

Or maybe we're soaking up too much bandwidth that he's working an extra shift to pay the server cost X_x

This is a brilliant idea though and I will think about this thoroughly throughout the day and then report on my votes (might have to play through some again though, what-with the new additions). But this is a sweet idea, props for bringing it up. huohu

Best ROM Tool: DoaEditor of course, no explanation needed.
Best ROM Enhancement: Agility based attacks.

Anyway…
These will be considered for my votes – Destiny of an Emperor 2.0, Destiny of an Emperor 2.0 Cao Cao mod, Dong Zhuo Mod, Lu Bu Mod, Rise of Lu Bu Mod, Wu Mod, Yuan Shao's Revenge. Yuan Shu's Mod and Liu Zhang's mod I cannot choose because they are mine.
Best Story line/Text Modifications: Destiny of an Emperor 2.0 Cao Cao Edition – James tells a great story and he knows the history well. Lots of thought went into this tale.
Best Map Modifications: Rise of Lu Bu – New 'optional' routes for traveling convenience, provides a more open-ended NES style RPG experience. Great Wu stone maze and the Yellow Turban area is way different (even if a little ugly and un-natural looking).
Best Battle System / Tactic Modifications: Yuan Shao's Revenge – Agility-based attacks, 8 tactics, new tactics such as Raise. Also enjoy the weird soldier increases which makes meat-shield types useful longer. Overall, it adds new elements to the base game and in turn make playing without these things feel weird and empty. But, the added tactics and agility attacks still require refining in terms of how they balance difficulty (end of game felt easy with the agility attacks and higher damage rate).
Best Difficulty Modifications: Destiny of an Emperor 2.0 Cao Cao's Mod – Love a tough DoaE, and this was tough despite a myriad of officer options in Wei. Built off of DoaE 2.0 and it's splitting hairs.
Best Portraits: Yuan Shao's Revenge – First DoaE with all the DoaE 2 / DoaE 3 portraits, ensures that each character has his / her own portrait. Rise of Lu Bu is a close second but I have a hard time putting a face to a character when each portrait consists of various layers of different portraits (many looks like druggies or aliens huohu ).
Best ROM Tool: DoaEditor – The prototype huohu . Constantly growing program that allows us to do so much.
Best ROM Enhancement: DoaE 2 sprites – And DoaE 2 portraits to a lesser extent. Results in more unique looks and especially useful for characters in DoaE 2 with unique portraits and sprites.
Best Comedy in a Mod: Rise of Lu Bu – There are times I go through and play and it seems like a Dynasty Warriors game with all the classic quotes and silly behavior from townspeople. I think there are no less than 10 townspeople talking about action figures, buying DoaE books, etc.
ROM of the Year: Destiny of an Emperor 2.0 Cao Cao Edition – Definitely has to be this for me (not really ROM of the year, but all the ROM's up until this point in DoaE hacking – end of 2011). DoaE 2.0 was fun, but kind of felt like a waste of time because it's the same story. But DoaE 2.0 Cao Cao edition helped set a template for building new roms with different forces, and made us consider different factors when building a mod. For example, there is a surplus of talented officers in Wei but the Wei mod is a clinic on making officers useful for a certain time (ie fixed soldier counts that last just long enough for the character to be useful). Combined with a brilliant story, hacking ahead of it's time, and the perfect difficulty balance, it is the clear winner for me. Doesn't hurt that of the three top forces, Wei is definitely at the top for me in terms of interest (Dian Wei, Jia Xu, Zhang He, etc are some of my favorites).

Too funny XD Some of my personal favorites were Deng Ai, Fa Zheng, Shamoke, Zhou Cang and Ji Ling.
