DOAE 2.0 as renaming the tactics really brought the game up to par as well as the tweaking of officer stats to make use of warriors/tacticians.
Ludmeister's Remix 2.0
Agility based attacks, DoaE2 damage, 8 tactics, each general using their own tactics, plus a completely revamped tactic system. Not to mention totally revamped weapons and armor.
Ludmeister's Remix 2.0 – Of course, many improvements from this mod. I unhesitatingly nominate this.
Yuan Shao's Revenge
I'm going to nominate the Yuan Shao Revenge mod again, for the 8 Tactics system and for the Life/Raise tactics, which are very welcome touches in a pitched battle… depending on whose side has those tactics.
Agility-based attacks, 8 tactics, new tactics such as Raise. Also enjoy the weird soldier increases which makes meat-shield types useful longer. Overall, it adds new elements to the base game and in turn make playing without these things feel weird and empty. But, the added tactics and agility attacks still require refining in terms of how they balance difficulty (end of game felt easy with the agility attacks and higher damage rate).
