Since I last downloaded the game, haven’t had a problem with that.
Also, you know on the screen where you see your cities stats? There’s a name for a Advisor/CO. That’s the names of your Chief Advisor/CO. That’s the thing. If there’s only one of both, they automatically get appointed as chief. That’s… about the only use I’ve found for the chief ranks.

ParticipantHmm, but if you can’t assign a chief, do you know if it assigns the Adviser with the greatest INT or the Civil Officer with the greatest POL? Or does it assign them on something different, like tenure or something?

ParticipantNope, it assigh as chief the very FIRST person that you assign at those posts… If you can’t change of chief… you’re pretty much screwed…
