Yea, there are all kinds of situations like that. Right outside the Saltpeter cave in Wu you can fight Jing Zhou officers, which is great to do because then you can go in the cave and not have to face any Wu characters. Jing Zhou officers can also be found in Liu Zhang's Shu too, seems they can be found just about anywhere after their section.
But anyway the Wei in Yuan Shu thing is crazy because there is never any other place where it is that impossibly hard. I mean there are places in Wu where you can fight Wei guys, and places in Dong Zhuo's land that you can fight Yuan Shu guys, but in both cases it is only 1 section later so while hard it's not like fighting Wei with 400 soldiers.

Huo Hu's Adventure started Destiny of an Emperor hackingGod, this must suck if you're a total newb at DoaE. If you don't know how cave encounters work, then right after you run into and retreat from Yuan Shu officers outside of Yang Zhou, you walk into the cave to head to Chang An… >.> lol.
Hmm… I wonder if you can assign encounter areas to caves. Theoretically, you could have a bonus cave where each of the eight levels has stronger random encounters…
Yea I think that's possible to attribute certain caves with certain area enemies. Seems like kind of a nasty thing to do though. Dong Zhuo level enemies in the Qing Zhou cave? Yuan Shu enemies in the Gold Key cave? It would be pretty hard.

Huo Hu's Adventure started Destiny of an Emperor hackingWell, presumably enemies would be the normal type (turbans in the qin zhoug cave, Yuan Shao's schmucks in Xu Shu's cave, etc.).
And if someone tries to get turbans in the wei caves… awww, too bad.
