Yeah, Huo Hu was an original character in the PC-8801 Destiny of an Emperor (that never saw US release) and got carried over as a reference or an in-joke or something.

There's no info in English on this game, it seems to be really obscure even over there. Best I found was a blurb in Polish with a few screenshots.

Man, those pics are cool. I love how all we have of Huo Hu is done by someone in Poland, of all places.

Link…me thinks Liu Bei asked Zhou Chao for advise anytime he wanted (just a guess).
