I could have sworn Huang Zhong couldn't be put into billeting. With James's crazy mods, everybody dies and get resurrected a hundred times over, it's definitely not that.
I think the agility breaking has something to do with unbilletable (not a real word, I know) characters like Guan Yu, Zhang Fei and Huang Zhong, as they seem to be the ones that break when I play mods.
You're totally right about Cai Yong, but he's outclassed by Li Ru in the two points that matter: time of recruitment and Int score. If Cai Yong has a much higher agility, that would be something, as it would free up Chi Tu Ma, but I don't know agility scores off the top of my head.
Once I learned the relationships between the characters book-wise, I always thought it was bizarre that the son-in-law to Dong Zhuo would have no problem joining, whereas an under-utilized tactician would repeatedly deny recruitment. Oh well.
No, I'm dealing with the playstation version, but I assume it's the same on both consoles. Your second sentence is true, though, if only because of Dragon Force.

In the unmodified version, Huo Hu's the best strategist until you can capture and recruit Li Ru. If you're not patient enough to find Li Ru, he's the best until Xu Zhe. Granted, it's been a while since I breezed through the unmodified version, so this is all: if I recall correctly.
The guy I always wanted on my team was Jia Xu.

Wouldn't they? I should be clearer that I have absolutely no hacking skills and am only making a translation guide. Though, if there was somebody with that knowledge and the time, I'd certainly team up with them (not holding my breath at all).

The game has drinking, stealing, murdering, summoning dragons, all that bandit-y stuff.
