Huang Quan has 195 INT. And maybe you could give him good stats even from the beginning along with levelling soldiers so that he is like an early tiger. There's no rule that the five best officers should be recruited from their original locations. And anyway, 80-85/100 is like 215 INT or something, I think.
How about making the game really really historical sometime in the future and making it a challenge? Like at the final battle, where Fa Zheng is 235 INT and Sima Yi is 250.
