9 times out of ten, I run into Liao Hua and another officer either before I reach Tao Qian, or as soon as I leave his town, so I haven’t gotten very far.

Just make sure you equip your gear and run if you see him too early. Buy some headgear as soon as you can and be prepared to stock some healing items and resurrects when they are available. It isn’t too tough, but there is potential to get a thumping right there near the beginning of you cross swords with Liao Hua.
(You should have seen him in the original beta. He was really mean.)
Toughest fight in my opinion has got to be the last one with Sima Yi. I had to resort to saving each time I killed a general. Sounds like a cheater but that’s the only way I would manage the battle. Way too tough.
Second toughest fight will have to be the Jizhou one. I also had to cheat by getting the sword, bow, Wei Yan and Huang Zhong first, after which I simply steamrolled Yuan Shao and gang.

You should try refining your skillz enough to beat ’em fair and square. :)
I haven’t played this in a while, I have been trying to finish some other games, aedis eclipse of PSP, castlelvania X, and persona still.
I really want to play though, maybe I can squeeze it in after I finish one of those games.
Holy crap, I just random encountered Jia Xu when I was on my way to face Lu Bu and Dong Zhou for the first time. I got him down to 21 when he healed himself to full, and kept healing himself every time he lost about half his health. I ran out of TP and elixirs, so I had to flee.
Yea he’s fun to run into during random encounters, completely exhaust your TP

I run from him whenever I see him.
I ran into him again after I had recruited Lu Bu, and at lv 12, and this time he brought another officer and 3 underlings, and they totally slaughtered me. Luckily I had saved before hand, so no loss there.
