ModeratorWu Anquo and Wang Xiu did, indeed, serve Kong Rong (as did Taishi Ci for a while).
And Jin Xuan had only himself, his son Jin Yi, and Gong Zhi. This is the normal difficulty version, so he gets officers from several neglected forces (such as He Jin, who was arguably the most powerful man in china until he stupidly let the ten attendents find out that he and Yuan Shao were thinking of killing them).

ModeratorJin Xuan pretty much has to get buffed, as it's his mod; there's no point in going "Hey, let's have someone be part of the game until the end yet have him be only 140/140!"
I will consider giving Gong Zhi level-based soldiers, though…

Also, keep in mind that (1) Jin Xuan nearly executes him (at least in the book) and (2) in the book he DID betray and execute Jin Xuan.
There's also the issue of stats; even if I gave him +50 Str and Int over what he deserves, he still wouldn't be worthy of end-of-game stats, and would likely be worse than the "They have good stats but your current team is better!" Shu officers in DoaE2. Think of Jian Yong, who nobody cares about even though he joined his fellow villager Liu Bei so long, long ago.

ModeratorI have one, but I don't have the unanshaable and unbilletable… I probably should add them!
Edit: Added. Eight officers are on the unanshaable list, four (who you can probably guess!) are unbilletable.

ModeratorOn a late note, a future thing for DoaEd could be having a list of the unanshaable and unbilletable officers on the side so people don't have to hunt it down. It'll probably wait until the many more important things are done, though…

ModeratorKeep in mind that it's been a couple years since I played it, but it's similar to DW7.
And you missed the word "maximum"… aren't you glad there's only one battle?
